On July 28, Meta and BlackRock announced the formation of a joint venture to develop and own a data center campus in El Paso, Texas. BlackRock-managed funds will hold an 80% stake in the joint venture, while Meta will retain the remaining 20%. Both parties have committed to co-funding the full development costs of the campus's buildings and long-term power, cooling, and connectivity infrastructure, totaling approximately $14 billion. Additionally, Meta will enter into a lease agreement with the joint venture to occupy the entire data center campus. The initial lease term is four years with four renewal options, providing Meta with long-term flexibility of up to 20 years.

According to informed sources, OpenAI CEO Sam Altman is expected to return to Washington on Wednesday and Thursday to hold meetings with White House officials, other U.S. government officials, and congressional members from both parties to discuss artificial intelligence-related policies. One source indicated that Altman is expected to meet with U.S. Treasury Secretary Scott Bessent, while two other sources stated he will also meet with U.S. Secretary of Commerce Howard Lutnick. Altman's visit comes at a critical juncture affecting not only OpenAI but all AI enterprises with frontier models. The U.S. Federal Aviation Administration on July 27 stated that it plans to require inspections of 453 Boeing 737 MAX aircraft registered in the United States to confirm whether certain passenger seats are properly installed on seat tracks. On July 28, the Xiong'an New Area announced the launch of the "Artificial Intelligence Large Model IPv6 Capability Enhancement Initiative," jointly initiated by the Central Cyberspace Administration working with cyberspace authorities from Beijing, Shanghai, Zhejiang, and Shenzhen, together with five leading large model enterprises.
